The "Elaboration of terms of reference for the implementation of the National Qualification Framework and the National Qualification Register for lifelong learning" system project is being performed by the Institute of Educational Research from 2010 through the end of 2013 within the European Social Fund.

About the project

The primary result of the project will be the completion of the NQF model and development of a reference report. Both the report and the model should contribute to a qualitative change in perceiving the manner of attaining qualifications in Poland, leading to a wider acceptance and use of the potential of various pathways to attaining qualifications.

Social debate

From 16 February 2011, there has been an ongoing debate in Poland about the model of Polish Qualifications Framework (PQF) organized under the project European qualifications. PQF is created with joint contributions of academics, employers, employees and teachers.

The primary goal of the project, which concluded in January 2010, was for the team of experts to develop a Polish qualifications framework (PQF) and the initial implementation guidelines. The model will found the basis for the development of implementing regulations and the next stages of framework introduction.

The Public Debate Conference

The second cycle of the public debate on the model of the Polish Qualifications Framework began with a meeting held in Warsaw on November 21, 2011. This continues the debate on the PQF, whose first phase took place from February to mid-June of 2011.

Seminar on Polish Qualifications Framework

The team working on the national qualifications framework invited four international experts, authorities on qualifications frameworks in their countries, to become acquainted with the proposed Polish Qualifications Framework and progress in the preparatory work underway to introduce this new description of qualifications in Poland. Poland, like other EU countries, is preparing a referencing report, which will describe the Polish Qualifications Framework and show how it is referenced to the European Qualifications Framework.

Experts from countries that have already prepared referencing reports and implemented qualifications frameworks were invited to the meeting in Warsaw of September 27-28 to share their experiences.
 

Launch of a social debate on the Polish Qualifications Framework (PQF)

Launch of a social debate on the Polish Qualifications Framework (PQF) Representatives of over 150 social organisations, including employers, trade union activists and education community leaders, gathered on 16 February 2011 in the Andrzej Bączkowski Social Partnership Centre – "Dialogue" at the first meeting concerning a Polish model of the qualifications framework. The meeting was opened by Dr Agnieszka Chłoń-Domińczak, Project Leader, Włodzimierz Paszyński, Deputy President of the City of Warsaw, and Lilla Jaroń, Undersecretary of State at the Ministry of National Education.

After the inaugurating of the social debate

Po konferencji inaugurującej8 of November 2010 was held in Warsaw a conference opening the social debate  within the system project  “Developing a list of qualifications and competencies available on the Polish labor market and developing a National Qualification Framework”  being performed by the Educational Research Institute (IBE) List of conference participants and their presentations.
